NFPA 54 procedure on gas run out

NFPA 54 talks about procedures on a gas run out. I keep hearing if a company fills a tank on a run out and nobody is home they have to lock the tank out. Is this lock out thing in NFPA or is it an industry standard. I can't find it in 54 about locking off the tank. Does anyone know more about this?
