Past tense in O&C reports

Hello,
Is it generally accepted to use the past tense when writing an origin and cause report?
Examples:
The area of origin was the northwest quadrant of the living room. The cause of the fire was undetermined. The building was constructed in 1960. Wall surfaces were clean burned. Flooring in the area of origin was wood laminate.
If the above is correct, then what section(s) of a report would be written in the present tense?
