From the memo's I've seen, ATF no longer uses/recommends Dawn Dishwashing Detergent for use at fire scenes. Based on their studies, they recommend using a solution of Simple Green HD Pro in a ratio of 1 part Simple Green HD Pro to 3 parts water.
Their process is:
"pre-rinsing equipment and footwear with a strong stream of water followed by 30 seconds of scrubbing with the solution and a thorough rinsing with a strong stream of water."
It is not recommended for use on canines though.
I have not seen their study published anywhere yet. Although I am hoping it is soon for the same purpose as you.
