In short Yes. Block heaters usually have shore power to them so you have the elec issue there as well as most large trucks have several batteries with large power cables that run to starter and alternator that are not fused so you have or can have electrical issues within this area even if the truck is off. most starters are on the driver side of the frame rail and alternators are on the left front. Dont forget to check recalls with NHTSA and any recent repairs to include recall repairs. PM me if you need other info. This is the short answer by the way.
