Respectfully disagree...
Let's look at the GFIs... they are known to prevent electrical deaths. They are known to be expensive. An electrician works in 6 cities, and five of the cities require GFIs; the 6th city does not. An electrical death occurs in a house wired by the electrician in the 6th city, one that a GFI would have prevented. The electrician made a conscious decision to not use GFIs in the 6th city, knowing that the AHJ did not require them.
The electrician will be hung out to dry. It does not matter that he met Code in that city. His own work in other cities will be his downfall. "Oh ye, Mr Attorney, I would have wired it safer if it was in the next City." Not much of a defense
