Classification of a fire cause may be used for assignment of responsibility, reporting

Different jurisdictions may have alternative definitions that should be applied as required.

i.e. Classification is primary for statistical purposes, and of more interest to the public sector;
the private sector are more interested in fire cause and responsibility.
