A group is assigned to each chapter. The group generally is well prepared at meetings to address the comments in the relatively short period of time.Like "group projects" in high school and college, a smaller percentage of the group does the lion share of the work.
The committee must address the value of the proposal in the context of many issues and criteria that may appear to "not make sense" to the others not present for the any debate on the issue. I do not always agree with the some of the decisions, but that is mostly in the context of proposals that are nto making significant changes.
The best proposals are the ones that add significant value to the document within the context of what the document is trying to achieve and the audience it is trying to address. When assessing the value of a proposal, one has to have some insight into the relevant context. The problem is that the context can change depending on the issue. One can easily see how the process can be frustrating at time for both the proposer and the committee members.
