I said that there is no testing that provides evidence that this can occur below nominally 200 degrees C. I did not say it cannot happen.
A failure of the boiler can produce steam in pipes of 200 degrees C. In the UK manuscript, "Self-heating: Evaluating and Controlling the Hazard," Bowes (BRE) does the self-heating calculation of a steam pipe passing through wood floor joists as an example. The calculation shows that it can happen in this configuration for a specific temperature range that includes 200 degrees C.
