Here is a link to the publication from my recollection. While the publication does address "sparks" from hand tools, it is only in the context of the petroleum industry. It does not seem to address the initiation of wild land fires. There are a number of references in this publication that might indirectly address your issue.

A read of the Ignition Handbook, shows numerous references to spark ignition of hand tools. From the titles, there is a publication that might be helpful:
