I agree. The reason I posed the question was that I could not find an official document, either code or standard, that actually stated if a sprinkler system was installed in a specific way that way was designed to extinguish a fire. You found the answer to my question when you mentioned NFPA 15. I think some have confused the difference between a water spray system and a sprinkler system thinking they are basically the same. After reading, I now know the difference. NFPA has differentiated the intent by creating the two different documents. There is no question, one of the secondary outcomes from a sprinkler system operation is the extinguishment of a fire. As you stated, the main concept it the control of the fire.
