Jim, a review of the incendiary chapter should answer your questions. The chapter is written to be serial in its application.
Sections 24.2 and 24.3 provides evidence that can be used to formulate valid incendiary fire hypotheses using the SM. This evidence can also be used in the identification of how the first fuel ignited and the competent ignition source came together as part of the determination of the fire cause. It can also be used to determine an incendiary fire in the absence of a determination of the fire cause.
24.4 is only used once the fire has been determined to be an incendiary fire.
