Now you are in my area of expertise also Jim.
I can add that most people were unaware that FEMA, after Katrina hit and in a rush to get some sort of mass housing built, waived almost all the NFPA 1192 requirements for trailers and granted immunity to the industry to, "just get the trailers built now". That is why the trailers, even those brand new and never used, were eventually crushed by the government... they were never designed for long-term usage and they never figured out a solution to the numerous reported propane and also the formaldehyde problems.
Post Katrina, I calculated roughly that it would have been cheaper to give every single affected person $30k instead of the gross expenditure they spent on trailers which every single one ended up being removed from service after only a couple years.
