Jim,
Your first paragraph answers your concluding questions.
In general, there is no problem with the instructional material (NFPA 921).
For the most part, there is little problem with the instruction. Except for those instructors,
who are also the types of investigators that you describe in the first paragraph.
This the very reason why NAFI originated and now IAAI have adopted certified trainer programs.
In which case the problem is with the students not applying the principles which they are taught.
