If I understand your question, the document that you want is the ROP (Report on Proposals) for the 2004 edition. The NFPA, or possibly certain individuals may have retained copies. I normally do not retain the ROPs, but I will check our library just in case. Start by calling the NFPA.

Mike, If you would have carefully read and understood each and every word of the sections which you cite you would have saved yourself quite a bit of effort and writing, and all of the rest of us the effort of reading your post. NFPA 921-2011 EMPHASIS ADDED 4.3.9* Confirmation Bias. Different hypotheses may be compatible with the same data. When using the scientific method, testin

Carter is 100% right in this. The main important difference between the "arson" dog and the drug dog is that if the lab reports back that what was found by the drug dog is not a controlled substance, nobody goes to jail.

My only comment is on a quote from the article: "... Feng self-surrendered to Daly City police..." What is the difference between a surrender and a self-surrender? Is it the same as the difference between a suicide and a self-suicide?

My Arson Detection Canine, “Chrystal,” has a perfect 100% accuracy rating. “Chrystal” has never failed to find accelerants at a fire scene when told to do so. Because “Chrystal” is so much more accurate than the lab, I have never felt the need to take any samples, let alone send them to the laboratory for analysis. Since the failure of the laboratory to confirm any accelerant samples only mean

Mark, In these cases, it is not the sensitivity of the dogs olfactory system which is the critical issue. Rather, it is the insensitivity of the dog handler to the science, the peril of the unjustly accused, and the true import and consequences of his work. What we see here is stubborn arrogance and an attempted (conscious or unconscious) self-aggrandizement of the importance of the handler

We All believe you John. Where is the end of the line for "arson" investigators to sign up to do the insurance investigation (pro bono)? Do you need the telephone number for the local "Innocence Project" attorneys?

I was under the impression that only ionization smoke alarms need to be replaced every ten years, because their detection chambers are ionized by the radioactive material Americium 241.

Doug, The heater in your photo is commonly called a Milk House Heater. The outer case is typically of a heavy gauge steel and most always survives the fire.

I am eagerly awaiting the Texas Attorney General’s office ruling that Texas will revert to the Ptolemaic system of the solar system: as Copernicus' “De revolutionibus orbium coelestium” (1543), Kepler’s “Astronomia nova” (1609), and Galieo’s “Dialogo sopra i due massimi sistemi del mondo” (1632) were all written prior to 2005. 2005 was not the year that the sun stopped revolving around the ea

"hot metal particles that are produced when two conductors come in contact" are not arcs. They are sparks. No fires have ever been caused by electrical arcs, sparks, or electrical resistance heating. However, they can be good ignition sources. NFPA 921-2011 3.3.7 Arc. A high-temperature luminous electric discharge across a gap or through a medium such as charred insulation. 3.3.47 E
