We (you) and our (your) client have no say in whom the other party(ies) choose to send to a fire scene, evidence examination, etc. Imagine doing anything to interfer with their choice and what might come of that. It probably has all to do with whatever reason or lack thereof that the other party had for choosing whomever they did. And with all due respect .... who cares. Remember this.. it is not our job to see that the other side gets the right, best or for that matter any expert to assist them. It is but to advise and assist our client regarding notice.

This might not be the first time an installer allowed combustible loose fiber cellulosic insulation to come into contact with an energizied light fixture.
