Liability for landlords not providing smoke detectors

Greetings,
I have a current case where the landlord is required by City ordinance to provide smoke detection for the residence(s). As a matter of fact the ordinance covers all dwellings within the City.
No detectors were present at the dwelling and there are issues of untruth with the owners regarding the presence of detectors.
There was a fatality in the fire which would have been prevented by a detector. The Prosecutor is asking for info regarding landlord liability in that regard.
I live in Ohio.
