NON UL Listed 24 dc emergency lighting

Found on the job today a centralised 24dc emergency lighting system that was custom built for an institutional customer that was never UL listed or tested or by any other
3rd party inspecting agency.
They were built by a now closed electrical outfit on Potomac Ave In Pittsburgh Pa.
One of the units had a transformer blow up luckily fire did not get out of cabinet but fact these units were allowed in first place in a residential treatment facilty just amazes me.
Obiously some one was a sleep at the switch.
aparently these units were used at other institutions as well. and are still out there ticking away.
