Does a motion detector detect radiant heat?

I am back to the High School fire, I received the printout from the smoke and motion detector's.

The smoke detector activated at 1254 hrs in the Dean's office at 1256 hrs the security detector aka motion detector activated in Dean's office and the note attached states (heat from fire).

I recall from one of the CCAI seminars that motion detectors does not pick up radiant heat or as usual could I be wrong again.
