I can top, or at least match that here in New Orleans. An ATF fugitive recently decided to turn himself in. He was wanted for murder as well in Orleans Parish. He contacted his attorney and said he wanted to surrender. The attorney told him to go to the parish prison and turn himself in there so as not to be injured. An attorney contacted ATF and advised that the defendant wanted to cooperate so a colleague went to wait for him in order to interview him before he was booked because it gets crazy after they are officially booked. Anyway, the Agent asked the desk clerk if he showed up yet and was advised that he had. Thinking that maybe he hadn't officially been booked the agent asked to speak to him. They were advised that he had left......The agents inquired further as to why and.......................ready for this?
He had no id so they "sent him away 'cause, see he say he wanted, but he could be anybody so I told him to come on back when he had some ID"

You can't turn yourself in for murder around here unless you have proper ID. What a country.
