I have seen exactly that phenomenon. The frangible disc on an O2 cylinder broke, and the valve directed the escaping gas in 3 directions, one of them directly onto the surface of the tank. The resulting flame was hot enough to eat a hole right through the steel tank. It was a pretty interesting fire.
