Supporting documents, including the Appeal Panel denial and the BFS seriously flawed corrective action plan (CAP) have been uploaded to the website. The CAP includes new interpretation guidelines that codify the invalid methodology that has led to so many (thousands) of unsupported gasoline determinations.
