Full room involvement turns out not to really be full room involvement but NFPA 921 treats them as synonymous. The 2017 edition shows "Postflashover or full-room involvement" as a ventilation-controlled fire. The same drawing from 2014 could arguably said to show a fuel-controlled fire but tests run at UL and just recently made available show all postflashover fires to be ventilation-controlled. A comparison of the two drawings is attached.
