I know the Fire Marshal in Yakima and sent and email asking her whats up with this awaiting a response.
A statute was passed in Illinois a few years back about a "Fire Safe" Cigarette it was to cover all commercial brands however (and you knew there was going to be a however) It did not cover roll your own, cigars, pipes or other forms of tobacco inhalation. I do know that my incidents of fires related to the use of smoking materials has not changed since this statute was passed.
