It sounds to me like somebody asked a meaningless question and Dr. Expert gave them an equally meaningless reply.

In our lab, just over 1/3 of samples contain an ILR. But that doesn't say much about how many arson fires involve an accelerant overall. I'd be interested to see the "study" also.
