Let's see if we can sort this out. First of all, the reference to Mealy in Section 5.6.3.2 is:
Mealy, C.L. and Gottuk, D.T. (2006), "A Study of Unventilated Fire Scenarios for the Advancement of Forensic Investigations of Arson Crimes," 98IJCXK003, Office of Justice Programs, National Institute of Justice, Department of Justice.
The figures say "Adopted from Mealy (2007)." Mealy (2007) is his M.S. Thesis from the University of Maryland and the reference in 921 is for a 2006 publication. Both of publications are difficult to find. I am not sure which publication will best provide some clarity to your inquiry. I will check my library and other resources to see if a copy is available.
