Again, there are nominally two independent paths to arrive at an incendiary fire determination. One is the determination of the fire cause that includes human involvement and intent.The second can be some of the evidence in Chapter 23 in the absence of a reliable determination of a fire cause. There is some cross-over in terms of evidence. A device present may also allow a determination of the fire cause, but multiple origins and sabotage of FP systems may not.

If intent is now off the table because there is it is difficult to find evidence of such, then how does one determine anything other than an accidental fire?
