In general during test or demonstration compartment burns, one might consider that a transition has occurred from fuel-controlled to ventilation-controlled when the neutral plane (between the upper and lower layers) descends below the elevation of the flame zone (flame plume) of the fire. This is when the entrainment of fresh air into the plume starts to become occluded.

This is of course an observation that usually is not ascertainable in a actual real world fire.
