As I am sure you know I am associated with a company that has successfully achieved accreditation through the A2LA process. My company has maintained this for a number of years. What they do is evaluate the company every year to determine if the company is following their policies and procedures. I do not know if I would use the word qualification as mush as I would use policies and procedures set by the company.
It is my understanding of the new National Fire Protection Association document is that it is to assist in developing policies and procedures. The level of qualification will still be left to the organization.
I know it is much more entailed than this, but this is the general idea.
