In a word, "Yes".

Type IC fixtures are either thermally protected or inherently protected. They are tested (UL Standard) with 8 and 1/2 inches of blown in cellulose in contact with the fixture on all sides and above.

Of course, if the fixture is not Listed then all bets are off.
