I can only submit so many public inputs while running a business and real life. 1033 takes far less priority to those codes which directly affect the fire/life safety of the general public. Just like everything else in life, when people use (and more importantly misuse) what used to be common definitions of words, they rewrite the definitions to meet current meanings which have little to do with the previously used 200+year definitions. You see this happening regularly in the 2A debates.
