A table as proposed by you is much easier to read and understand when one is looking to compare information from the scene to information contained in the document. Where photographs enhance this identification they are not completely necessary. I see where you said there was supporting material for the committee to review and the NFPA headquarters. From their brief response it does not appear this information was examined.
A person needs to understand that when submitting a comment the committee has a large number of proposals to consider, which places a limited amount of time to address each proposal. The best was is to bring up a proposal through a member on the committee shortly after the new document is completed. This gives you a voice directly on the committee and gives the committee members more time to research and consider the opinion. This even gives them time to communicate with the person proposing the comment.
