UL 217 (smoke alarms) requires a low battery alarm to sound for at least 7 days. Regardless of this low battery requirements, for smoke alarms the householder is required to regularly test the device using the built-in test feature.
Our firm has done considerable work with smoke alarm cases, and dead or missing batteries have always been considered to be a maintenance issue, not product defect.
