Eh,

Role of the dielectric fluid seems to be primarily to act as non-conducting medium of ionizable microparticles,; flushing out the etc. seems secondary-.

In these videos the part is below the surface of the dielectric fluid
(i.e. where it can't ignite the kerosene, due to no atmospheric air).
