IN the state of Oregon (as the former PI Policy Committee Member speaking), unless things changed recently, the investigation beings where you get the initial call and do the initial work. This came up with our state and California. It became that policy after the PI received the call in their home state, did the background investigation work in his state, but was required to go into the other state to complete the "scene examination and documentation" portion. He then returned to his home state and wrote his report and billing. As such, it was the policy at that time that this was compliant with the current Limited Reciprocity Agreements between the two agencies.
Also being said, I am not aware of any changes to the policy.
