CBC/IBC Section 1030 Emergency Escape and Rescue
1030.1 All sleeping rooms below the fourth story shall have not fewer than one exterior escape and rescue opening (there are 7 exceptions to this requirement).
1030.3 ........openings shall have the bottom of the clear opening not greater than 44" measured from the floor (interior)
Not sure if this helps as there is no maximum height from the ground level (the way you asked the question).
