You are likely dealing with an Ontario Fire Department and they are taught at the Ontario Fire College in accordance with the International Fire Service Training Assocation (I.F.S.T.) manuals. Begining at page 596 through to 599 of the Fourth Edition, "Overhaul is Discussed." The lean and mean definition is, "The final phase of fire fighting, during which all of the fire is searched out and extinguished."
