I suspect the writer (Crazed and Defused) is not familiar with the legal proceedings. The following portion of a transcript puts it into perspetive:
THE COURT: And they decide what to prosecute them for, do they not?
MR. JAQUITH: We do, your Honor, with the help of the grand jury.
THE COURT: But as former Chief Judge Wachler said, you could indict a ham sandwich; isn't that correct?
For those who have neve testified before a Grand Jury, it is unnerving. There is a desire to be totally accurate, but the proceeding is one sided. Persons hear what they want to hear. They are not interested in technical explanations. More than one person questions at the same time. Throw in bias by a prosecution witness, and the ham sandwich is indicted.
The indictments mean that someone saw SOME evidence of wrongdoing, and the defendant has spent 4 years in the can.
