While the characteristics of the source governs severity of the explosion, the strength of the enclosure also governs the peak overpressure achieved. In my experience, the effect of venting does not seem to be taken into account when characterizing a "low order" or "high order" explosion. I would be happy to participate in helping to develop a proposal(s) in the next revision cycle to improve this area of the document.
