The ATF should certainly hope so, if they are going to continue to use Mr. DeHaan to bolster their cases.
The important question about any Ph.D. degree is whether it was merely awarded or actually earned.
There are three basic types of Ph.D. degrees:
1. Classical
2. Political
3. Mail order
They all come complete with a certificate.
The classical degrees includes those that were earned by poor souls who studied and worked in the laboratory six or seven days a week until the wee hours for many years, usually on a budget way below the poverty level.
The political or honorary Ph.D. is the sort bestowed upon a friend or colleague of an influential academician or university big-wig, sometimes as a reciprocal favor. In the old days, this type of degree was often made of different alphabet soup so that one could tell the difference (e.g., D.Sc. rather than Ph.D.).
The mail order Ph.D. is, well, a mail order Ph.D.
How do you tell the practical difference? In the absence of of information on whether the degree was "earned," the best method is to read the thesis to see the quality and difficulty of the work and the accuracy of the conclusions.
If you are planning to hire a Ph.D. to do actual technical work, you should usually stick to the first category.
