One must remember also that the US Army, and the military system as a whole, creates FMs, TM's,and PM's that are written at a level for for elementary school levels. Having been in the US Army, E-5, RA, we are blessed with having some highly intelligent individuals, however, there are some individuals who require a more simplistic approach and thus the FM's, TM's and PM's must be written so that EVERYONE can understand what the subject matter is.

Regarding Fire Investigations. I'm quite certain that the FM for that specialty merely provides a basis from which to build an understanding. Just as every Firefighter must understand even the most fundamental concepts, to include how to connect two sections of hose.
