Hypothetical Question Cell Phone chargers

Question for group.

A person has removed there cell phone from its charger and leaves it plugged into wall and tip piece which plugs into phone is left on top of the desk and next to combustable paper etc that is on the desk.

If a strong power surge comes into home /office etc could there be enough energy
genrated thru charger to allow tip of charger to spark and cause materials to combust.

has any one ever seen anything like this happen. There are many items like this in use for calculators etc left plugged in and hanging around.
