The potential normal output of a charger could be in the range of about an amp at a few volts. Ths is enough to heat a thin conductor to incandescence and ignite paper.

I spent a day once punching holes through paper and plastic with mild arcs without getting a single case of ignition. Of course, my experiments do not preclude the possibility that that ignition can occur, but they do create some reasonable doubt in my own mind.
