In your example, I'm not seeing the problem. Did the adverse FI NOT use 921? 921 is a tool to use and it greatly assists in the investigation. Is it the only tool? No. But it is a widely recognized and easily accessed tool.
So, If you are asking Yes or No, then I say YES, but the actual answer is more complicated.
