Your courts may say it's a standard of care;
921 itself says its a guide (wiser heads prevail?).
Similar to law :
A court may make a finding which becomes case law (in a certain jurisdiction);
but the logic behind it (each case differs from each other) must be measure against prevailing legislation,
which in turn is measured against the Constitution.
Fire Science must never blindly follow an interpretation (i.e. one guide's synopsis; written for the everyman),
rather analyse the root cause (i.e. the science behind it, understood by fire scientists).
This 'blind faith' is what led to the Spanish Inquisition!
