I worked at least a dozen similar fires in the late 90s and early 00s, working for a dryer manufacturer. 15 to 60 minutes is not too short, in my opinion. The towels were heated to a temperature of ~160 F. The oils were already reacting while the dryer was running (how long was that?). The heat could only start to build up once the dryer stopped.
