Annie got an IR-gun grinning smiley

I connected up the transformer, connected the halogen light and let rip.
An hour in and I'm measuring surface temperatures on the transformer of 98C/208F
(that laid flat on A4-paper on a bread board; ambient air temperature is 64F).
Is this normal? Could it start a fire (lying atop a gypsum-board-on-timber ceiling)?
