That is my understanding also, however, that it NOT the opinion of the NFPA and they are pursuing copyright violations. this has been an ongoing issue since mid 1990s. I personally received an informational warning from the NFPA back then regarding this when I contacted them to advise I received a subpoena for both 1192 and 921 documents in a large litigation matter. My response from then on has been the NFPA documents are NOT going to be supplied without a judges written order to violate the NFPA copyright, but if the attorney wants a copy they can purchase their own at the NFPA website. So far, no issues.
