When that 22.2.4.1 paragraph was written the acronym HTA was intended to refer specifically to the material that was being investigated by Steve from the Seattle cases and not globally to any accelerant that produced “high temperature.” It was the belief of the technical committee that the HTA term was being used to describe cases throughout the country where the same HTA mixture from Seattle was being used by arsonists elsewhere, thereby implying a nationwide organized crime conspiracy. That is why no specific quantitative definition of HTA is given.
