NFPA 921 2007 Report on Proposals

The NFPA has published the Report on Proposals for the 2007 edition of 921:

Worthwhile reading and my commendation to the work the committee put in. However, I must agree with the comments of Mr. Churchward and others that the committee is neglecting their responsibilities on a number of proposals, most notably dealing with Section 18.2 Process of Elimination, where the committee wimps out with the statement “although the committee believes that the current text needs modification, the committee does not believe this proposal resolves the issue.” (proposals 921-187 through 921-190 starting at page 921-125)

Also, I find it frankly unbelievable that they didn’t adopt Mr. Lentini’s recommendation for the preservation of all investigative notes, sketches, photographs, etc. (proposal 921-153 at page 921-111). Destruction and disposal of original notes, under the guise of “agency policy” is a ruse and a cover-up meant to prevent other investigator’s work, prevent effective probing and cross-examination, and possibly to shield incompetence. And no, I don’t agree with the committee that the existing text is adequate.

I also note that both the committee and several submitters still can’t seem to get the units for thermal inertia correct (for reference I believe the correct metric units are W2.s/m4.K2 see Drysdale 1998 page 33).
