You seem to be mixing issues here.
Your proposal was to the TC, which found your proposal unpersuaive. So you now have another "bite at the apple" during the comment phase. Your displeasure with the actions of the task group is a different issue that may not get resolved through a proposal or comment at this point. Working on a task group can be a frustrating experience.
As you have provided, Ted Nixon is right in his statement. The response of the TC to your previous proposal (in my opinion) is also correct, unless you can make a more persuaive technical argument. I do not believe anyone on the TC would argue that materials used in the construction of RV are not different than for passenger vehicles. The TC's response was related to the interpretation of fire patterns associated with these different types of vehicles.
